HOW DID WE GET HERE?

  • The 20-year Bond Measure E & F passed in 2001, which funded the maintenance of locks, levees, lagoons, and access to the creek, are fully expired and are no longer on your tax bill.

    To continue funding our precious waterway infrastructure for the next 20 years, residents need to recommit to funding to replace Measure E & F by passing Measure G - Parcel Tax.

  • Our water quality may diminish.

    Our waterways will likely become tidal and silted in.

    Our community may be vulnerable to floods and sea level rise.

    Locks will become inoperable.

    4 miles of levees could fall into disrepair and become unusable.

    Our unique waterfront community offering swimming, boating, and other water recreation will be lost.

    Property values could plummet.

  • 3 dredging projects in lagoons and creek.

    28-acre land purchase for dredge disposal.

    Novato Creek and lagoon surveys and management

WHAT ABOUT THE FUNDING?

  • Marin County Property Tax – 0.001% of BMK’s total property tax valuation as assessed by the County of Marin, estimated at $620,046 for 2023.

    “Measure A” funding which can used on for BMK parks, approximately $58,000.00 in 2023.

    “Measure D” funding which can be used only for marine improvement, $541,220 or $773 per household in 2023

    20-year Bond “Measure E & F” passed in 2001 to pay for locks, levees, and lagoons. These bonds have fully expired and will no longer be on our tax bill. This is the funding source that needs to be replaced by the Measure G - Parcel Tax.

  • Current engineering estimates project approximately $32 million over 20 years to fully support BMK’s waterway infrastructure.

  • Measure G - Parcel Tax will assess each parcel $1,800 annually or $150 monthly. 2.5% annual increase.

    100% of the funds paid go directly toward the prioritized projects.

  • The benefit tax varied per parcel and ranged between $900 to $1,700 annually.

    The average monthly fee was roughly $110 per parcel, per month.

HOW IS THE FUNDING GOING TO BE ASSESSED AND MANAGED?

  • An appointed Resident Oversight Committee will review and guide the project in conjunction with the CSD Board.

    The 5 member CSD Board and the District Manager with the support of a professional marine engineering firm will manage the prioritized projects and funds.

  • The BMK CSD has gained credibility by successfully completing all planned projects over the last 20 years on schedule and on budget.

    The CSD extended the available Measure E & F funds by successfully refinancing.

  • Yes, residents are encouraged to attend planned meetings and events to become educated, provide input, and support the planned Measure.

    Based on the input to date, Measure G - Parcel Tax was written and submitted for the March 5, 2024 ballot.

WHO’S WHO AT BMK?

  • A group of concerned neighbors organized to assemble educational information necessary to garner support for continued funding to support BMK’s waterway infrastructure for the next 20 years.

  • A one-of-a-kind waterfront community with direct water and boating access.

    Established in 1961 by the Bel Marin Keys developer Jack West.

    Includes 702 homes and 42 townhomes

    A local government agency with offices at 4 Montego Key run by staff employees and a board of 5 elected residents, volunteering to serve 4 year terms.

    The CSD is a local government agency that manages and maintains the BMK infrastructure including parks, protected islands, ramps, docks, water levels, lagoons, locks, etc.

The entire BMK community is needed to support the planned funding for our precious waterway infrastructure.

A 67% vote of approval is required on the March 2024 ballot to secure the necessary funding.
